This attribute cannot be added directly in the Oxygen Builder interface. However, you can insert the link with an Oxygen Builder code block. Here's how.
Navigate to Add button on the top left of your screen > Basics > Code Block > PHP & HTML.
Delete the default PHP code and write:

How to make a link open in a new tab or window
To make the link open in a new window or tab on your browser, you need to add the target="_blank" attribute.
Luckily, this is easily done within the Oxygen Builder editor.
- Select a Text Link that you inserted to your page
- Click Set button on the left of your screen
- This pops open a modal where you can write your URL or search for a page on your site. Mark Open link in a new tab checkbox.
This method is good for external and not internal links. Making external links open in new tabs gives you SEO benefits.
How to force a pdf to download
You can force the browser to download a file instead of opening it in the current tab or window.
You easily do this by adding the download attribute to the <a> tag. You can read more about this little-known feature here.
As with the nofollow attribute, you cannot add this setting with the standard Oxygen Builder settings. You will have to use a code block or JS to add it after the page loads.
Add this instead of the default PHP code in your Oxygen Builder code block:
